Regental Action Requests (RARs) & COI Review

A Regental Action Request (RAR) is the university form used to request the U-M Board of Regents' approval for conflict of interest situations that meet the State of Michigan Contract Statute (also known as "statutory conflicts") for contracts directly or indirectly between the university and one of the university's employees.

RARs are drafted for initial COI review from the applicable COI Office and submitted through the Office of Vice President for Research by Innovation Partnerships (for intellectual property, U-M start-up companies, and material transfer agreements).

U-M Procurement Services/Shared Services may also draft RARs for contracts where a U-M employee/or employee-owned company operates as a vendor with which the university may conduct business.  These RARs are reviewed by and submitted through the U-M Executive Vice President and Chief Financial Officers office.

NOTE:  The state statute forbids a public servant (i.e., the 'conflicted' U-M employee) taking "any part in the negotiations for such contract or the renegotiations or amendment of the contract, or in the approval of the contract" OR representing "either party in the transaction".  Contact [email protected] if you have any questions regarding this prohibition.

Draft RARs are generally due to the Office of the Vice President for Research six (6) weeks prior to the next U-M Regents meeting.
